Anything that can disguise itself like a changeling would probably be able to do that as well. Oh, and casters as well! Just use illusions.

You don't need to do this, the creatures listed have a "passive deception" (it is deception more than performance anyway) which gives the DC for the PCs on an Wisdom (Insight) check.

One person is pretending to be another. Hence, acting, Hence a performance) But, I can definitely see the argument for deception. So maybe a creature's choice which one they want to use. Sort of like how some physical stuff can be athletics or acrobatics check.
