In my campaign that I am running there are three players, two of them roleplay a lot. the other tends not too, but we as a group are coaxing more and more each session. One of the heavy roleplayers expressed to me that they want somebody else to join the group, so that there are more people to roleplay with. But there isn't really anyone who wants to play. So what should I do? Should I continue trying to find some people, should I add an NPC, any ideas?
Where are you looking to find people? Seems highly unusual that you are having trouble finding players. There is a gigantic player abundance and DM shortage in the hobby overall.
Have you tried your local game store for people looking for a group? Depending on where you live, there can be websites with looking for group posts. There’s a forum here, enworld, I think has one, meetup can have them. That said, finding a new player can be easy, but finding one that fits with your group can be hard, so spend some time thinking about the kind of game you all like to play, so you can look for someone who meshes with you.
I mean, you could add a sidekick or something, but if that just ends up with one more thing for you to run, that’s no good. Or the one player ends up talking to themself, so another player is probably best. Otherwise, try to work with those other players and see you can coax them into doing more rp.
Adding NPCs isn't going to scratch the roleplay itch, assuming your players are already encountering the ocassional NPC in your world.
As the others have said, unless you're playing in-person in a small town, finding more players should be a non-issue. If you are playing in-person in a small town, then you might consider trying an online game just to see how you like it.
