Hey Guys, I had a new player join our group, and he built a Champion Fighter to act as tank and damage dealer. As he joined late, the rest of the party were on a boat and found him floating naked on his shield in the water. They gave him some leather armour and he found an axe on the boat he can use as a weapon for now, but I want to bump him up to get him in line with the other characters.
They are going to run into some skeletons on an island, so I have created a Skeleton Brute creature they will fight, who is wearing rusted plate armour and carrying a vicious warhammer. The intention is to let the fighter loot the magic item.
The RAW in DMG for the weapon is that on a roll of a 20 the weapon gets 7 extra damage. On DnD beyond (which is where I think Roll20 takes it from), the weapon rolls an extra 2d6 of damage. I get that the flat 7 is just the average of the 2d6 rolls.
The Champion Fighter crits on a 19 or 20, and he has the duelling fighting style which is a +2 to damage, and he has strength 18. He will get 1d8+4+2 for normal damage, a crit is 2d8+4+2 using a normal warhammer single handed.
As he is intending to be the main melee damage dealer, which rules would you go for, dmg or dnd beyond? Would you allow the bonus on a 19 crit also, or just the 20? Or instead of the 2d6, should I make it an extra damage dice so it is an additional 1d8 on a crit?

Vicious weapon effect is triggered by rolling a 20, not getting a critical hit, therefore won’t trigger on a 19.
I believe the reason the damage is listed as 7 and not 2d6 is because otherwise the damage would be doubled under critical rules (double the dice).
