Each person that wants to share content needs to turn on content sharing. So if OP wants to share their content in another person's campaign, OP needs to turn on content sharing in the campaign overview.
You can join the campaign and share content even if you don't actually participate in the campaign. One of my players runs an adventure for his kids with me participating in character sheet only so he can access my content for them.

I am a player in a campaign and have a premium account to share my books. How do I give my DM control of the campaign if they are using my books?

The DM can create their own campaign.
You can be invited into that campaign, and then content sharing can be enabled - which will benefit all players and the DM in that campaign.
