Generally, I would suggest starting from the DMG - Creating Encounters, and work out from there. A bit of a description of the homebrew things that you want to include would also be helpful. You might also check out SlyFlourish, for advice on worldbuilding and running encounters, as well as MCDM - Running the Game.

I was looking to find some help with a campaign I'm writing. I mostly need encounter help and some other homebrew things I want to add.
The Dungeon Masters Only subforum is probably a good place to start. Lots of helpful folks there who can help with all these topics.
