I’d say just Make him relevant to the players. Use their goals to make them want to defeat him. If their an elf who’s hunting a betrayer of his kingdom, make the BBEG that betrayer. As long as it’s relevant to the players goals, it’s a good BBEG.
If one of the players is hunting a dragon for killing his family, choose evil dragon. If they live in a village surrounded by undead, use the undead wizard.
