Not sure if there are any tools, but throw some Early Modern English (think Shakespeare) and you'll be fine. These kinds of handouts are fun and add some texture to the world, but they are fairly minor in the grand scheme of things and players recognize they do not have to be perfect. I also would not make them too long--that both cuts down on how much work you have to do and helps them from distracting too much from the session (especially if the party wants to read them out loud).

My party are due to start the first expansion of DOIP...
I want to write a letter from Lord Neverember to each of my party asking for their help?
But i am having trouble starting the letter...Is there any tools out there that help with the wording so its suitable for a high fantasy setting?
See if this helps: https://www.fantasynamegenerators.com/quest-descriptions.php
