Yup, go Splinter Cell or Metal Gear on this. Write down a few different ways the players can succeed, whether by breaking down the front door, seducing the Captain of the Guard, or digging a tunnel with a spoon from Neverwinter to Daggerfall. Then figure out ways to make it difficult, spot lights, arcane alarms, bullette nest, and add them in. Then let your players go, it'll be a blast. I'd suggest, as well, to make up a few failure conditions that do not include a TPK, getting kicked out of town, being thrown in jail themselves, or being misled into an act that helps the BBEG.
The PC's are to break an archaeologist out of a mid-security prison in a large city. Suggestions would be appreciated. ^_^
