I have an idea from an rp i'm playing. The year is 2345 and the justice system is corrupt. The Police will beat Humans up for no reason. The PC's are part of a rebel army and the plot is to take down the Government? Is it good? Please reply or give tips!

DM ME THE WORD TOMATO. During SEAL training. The seals have to go through long swims on which the instructors tell them about all the sharks in the water. If a Shark circles you The SEALS are taught to stand their ground. don't swim away. And if it swims towards you hoping for a midnight snack, summon all your strength and punch him in the nose. If you want to change the world, your going to have to face some sharks. - Admiral Mcraven. watch this speech https://www.youtube.com/watch?v=i7vvISVu0p4
Personally, I think it sounds great. It might be more work than more medieval campaigns because of the amount of homebrew you would need to do, but it sounds like a fun idea!
(Edit: I realized I assumed it was more sci-if or modern based on the year. If not, it still sounds like a fun idea.)

Rebels against the evil government is a standard trope (see Star Wars for example...), so it's certainly a workable campaign. Like any other campaign theme, making it good is dependent on a large number of smaller decisions.
