Was the player just using the term colloquially? With the rise of streaming and dnd podcasts, the phrase has definitely entered the fan lexicon as just a thing to say when you're about to fight. If that is the case, you can always respond with a chuckle and a "well let's see how this works out first..."
Sure, a player can say roll initiative. I've been Dming for over 30 years and I've only had one player ever be allowed to announce it. But it made sense for his character.
That said, as the dm i can decide what my response to that is, or even void it if the situation warrants it. But generally I would say okay, roll the dice, then go in the initiative order of what happens, if the person they were talking to was mid speech, they would continue talking, perhaps the player reacts differently based on what was just said or they go ahead with an attack and now its a combat.
Ultimately as the dm you are the arbiter of the rules and have final say, but you're there to have fun just like the players are. Adaptation and improvisation are a part of the game.
