Shillelagh is not a ranger spell, you need the magic initiate feat to acquire it, and spells gained via magic initiate cannot be cast with a focus (the feat does not give the ability to use a focus, nor does it cause the spells to be class spells for you).
The OP was saying the Ranger had taken the Druidic Warrior Fighting Style.
My 2cp worth based on 2014 spells, why not have the sprig of mistletoe incorporated into the wrapping on the club's grip? That way when its in its belt loop/sheath/scabbard the Ranger just has to wiggle his fingers over the club, cast the spell and then draw weapon and away he goes. Then as a DM just decide when/if the sprig has outlived it usefulness as a material component because its not being kept in the correct way.
Something I just looked up is apparently a sprig of real world mistletoe is 8-20 inches long so a little leeway in what constitutes a "sprig" might be needed in game. And, as an aside, now I have the image in my head of a bunch of druids and rangers conducting a ritual by the side of a frozen lake hitting each with sprigs of mistletoe like some sort of clothing optional nordic sauna.

Basically, what I presented to my Ranger is:
1) They can find a way to make their club a druidic focus (so a side job) or 2) they could make/craft a quarterstaff if they have the right materials for it. I figured this would make it a bit more personal without it being a rigid line for them. In either case, the job of making the weapon/druidic focus would be to infuse a suitably magical component (spring of mistletoe, yew wood or whatever)
