The Guard Captain, and Bugbear Stalker do HUGE damage with Javelins, base of 3d6+Str. How was this figured?
By the designers going "A CR 3 monster has a DPR target of 24, so we'll add damage dice until we reach that target".
It's important to remember that monsters do not need to (and often don't) follow the same rules as player characters for how their stats, attacks, and damage are calculated.
