In my campaign my party is currently level 3. I just gave them a homebrew magic item (it’s a fire sword) that is tied to the narrative of the campaign, but I’m worried that after a few level ups it might seem a bit underpowered. How do I make sure the magic item is still useful after they level up a few times? Should I upgrade its stats or something else? And at what times should I do this?

I'd say increase the bonus to its attack and damage rolls and maybe increase the fire damage it deals when the party reaches levels 5, 11, and 17, or when other characters recieve more powerful weapons.
Don't feel like you need to upgrade it too much though; magic items are a "luxury" according to the official rulesheet, and give the players an extra edge in combat not factored into the list of xp budgets.

The section that Xalthu referenced from the Arcana Unleashed book is the Evolving Magic Items section of the book.
Figured I'd link it so you don't have to go searching :)
Cheers!

Breathe, dragons; sing of the First World, forged out of chaos and painted with beauty. Sing of Bahamut, the Platinum, molding the shape of the mountains and rivers; Sing too of Chromatic Tiamat, painting all over the infinite canvas. Partnered, they woke in the darkness; partnered, they labored in acts of creation.

They just recently released rules for upgrading magic items in arcana unleashed. You might check that out.
Thanks!
