I voted for the first one, but I would probably modify it to the Dark Powers do it, and use it to mess with both the party AND Strahd. He might spend more time studying the drow and even charm him, etc. to try to figure out what is going on and if it is a threat or opportunity.

An interesting concept could be a drow priestess who is trapped just like the players. She can play up the evils of drow society and make the players wonder if they should be trusting her or not.
Could have arrived shortly before the PCs rather than been there for a long time. Or even after. Maybe stahd brought them in to deal with the PCs knowing the drow would distract them.
