So far I'm aware of the 5e adventure league adventures and it looks like 4e had something called encounters (AL for 4e?) but are there other legal free published material DMs can download to use for their campaign? Adventures, maps, etc. Thanks.
Dragon+ magazine usually has map of the month that includes some free maps with and (sometimes) without the DM aids on them. Without access to the accompanying adventures, you could simply repurpose the maps for your needs. The magazine is accessible from the official wizards of the coast/D&D website or http://www.dragonmag.com/5.0/#!/articles/106375.
Another option would be to try your local library to see if they carry some of the adventure books. My local library seemed to only have the core books, but it's worth a shot. Check and see what the DMs Guild is about. I vaguely remember someone saying that others had posted homebrewed material there and that some of it was free.
To second what Jhfffan says, DMs Guild is a good source for free content usually published under Pay What You Want (enter 0 in the amount then if you like it you can always come back and throw some cash the creators way). Most of the free content is homebrewed scenarios using legal characters/items etc. There is a lot on there that is full on homebrewed, some is really good others merely meh. It's worth having a look through!
