I don't like limiting players too much, but in this case I feel like the more basic races from the core book would be such a better fit for the theme of the campaign.
I don't want to disallow other races, but I think I may reward in game players who uses these races with something pretty cool.
Is this fair?
As long as you tell your players beforehand of the limitations, it is fair. They need to know before they start making their characters.
