I haven't read through the thread responses, but yes - I tried running an entire campaign with magic toned down.
Caster classes existed, but were capped, and only available as part of a multi-class Character build.
Player response in was mediocre. The campaign worked well enough, but we didn't do it the next campaign.
Can it work? Yes - if that's the type of game the table has agreed they want, and you really want to play 5e.
From my own experience, you're probably better off playing with a different RPG system if you don't want to use the High Magic part of the ruleset. There are a number of very well done fantasy systems which don't concentrate on magic nearly as much.
