Yeah, no timing specifically stated so do them in whichever order you want is the precedent set by the rest of the system. No reason I can see not to apply the same in this situation.
And if mandating the order these two specific things happen in, I would say that it has to be portent before prepare because portent is not voluntary - it happens as you finish a long rest - while preparation is voluntary and happens after finishing a long rest as a result of it taking 1 minute per spell level for each spell being prepared.

Did a quick search and was not finding an answer. Thinking about Tweeting Crawford, but decided to throw it open here for help.
Portent -- When you finish a long rest, roll two d20s... PHb p.116
Prepare-- You can change your list of prepared spells when you finish a long rest. PHB p.114
Question -- is there a required order?
Can the diviner roll the portent and then decide what spells to prepare to best take advantage of the rolls?
My take: RAW does not specify, and like move/attack or attack/move, the player can choose... But not sure...
