People have a bad habit of forgetting that Counterspell only has a range of 60 feet.

It actually was RAW in first edition. It was very hard to avoid cooking yourself with fireball, and moderately hard to avoid it with lightning bolt.
As this thread has already been necroed, the other issue with this was that it was simply extremely disruptive to have to stop the game in order to calculate how much a fireball got compressed if cast in cramped quarters.

I believe that a simple solution (just like many other’s here) would be to have them swim in with advantage on stealth.
