She is a Scourge Aasimar Paladin and the product of a union between a Solar and a mortal. As the child of such a powerful celestial being, she has a deep rooted hatred for evil, injustice and cowardice and she does not suffer fools gladly.
She also sees the world as being black and white. You are either good or evil and evil must be destroyed at all costs. For her there is no in-between, no shades of grey - evil must be destroyed, period, what ever the cost. This all consuming desire to rid the world of evil is so strong that it has almost been her undoing on many occasions, but each time she has emerged victorious, and each time her ego and her arrogance has grown a little more.
She is convinced that she right, even when she is wrong and she is convinced that she can never lose, as long as she fights evil with courage, honour and valour; she believes that she will always be victorious, because good always wins in the end.
She is just as powerful as the players and remains so through the campaign. However, the reason she can't "save the world" herself is because she spends her life chasing after the ultimate thief (the son the prince of lies and a mortal). Someone who is also just as powerful as the players and spends their life getting pleasure out of stealing worthless things from under the nose of Miss Goody Two Shoes. These two are mortal enemies, locked in combat to the bitter end.
Through out the campaign the players will meet these two several times, and each will try to tempt them to join their side, but they are otherwise too caught up in their own private game of cat and mouse, to really do anything to help or hinder the world at large.
However, I want to make this NPC feel right from a lore perspective, so, does it make sense that a Solar would fall in love and have a child with a mortal?
Also, does her personality fit the kind of Aasimar she is and who her parent is as well?
The heart wants what the heart wants. No problem with them falling for each other. And personality can work fine. I can think of lots of examples of apples that fell both near and far from their respective tree. Certainly people are shaped by their parents, but what they do with it is going to vary from person to person.
If you were trying to make a broad generalization about solars and humans, or about how their children would always turn out, that could be problematic. But you’re not, you’re talking about individuals, and there can always be exceptions at the individual level.
I would say it is absolutely possible and makes for a great story. Maybe there are even some over-zealous angels who want to "right" the sin of their brother and get rid of her.
But it would even be possible without love. If a deity sent one of their solars to father the child for whatever reason, the solar would have to obey.
Wasn't that the basis of an old module? I'll have to see if I can find it or, remember it from the recesses of my mind. But I think there was a story about a Solar granting eternal life to his love? Does that sound familiar to any of the old timers out there?
Maybe I'm just remembering it from other literature as ftl pointed out. In any case I'd say, Yes.

It could happen for sure. Fiction and real life is full of stories like that.
