Does anyone know what minions are willing to work with a beholder? I wanted the beholder to have an underwater lair with minions that raid the surface, so would Sahuagin work?
Beholders are smart and charismatic. Really any creature could work either through force, trickery, or coming to a sort of alliance. In your case sahguin seems perfectly reasonable.
The answer to your question is, to put it simply... yes. Anything a beholder can hire/subjugate that isn't in a position to betray and kill the beholder(or even seems like it might have a 0.1% chance to be in the position to betray and kill the beholder 45 years in the future), it could have as a minion.

"Ignorance is bliss, and you look absolutely miserable."
I have a beholder in my game world that uses basically clockwork beholders as minions. The thing with these things though is that they have an anti-magic eye but all the eye stalks are melee weapons. Kinda messed up.
The nice thing about Beholders is that they're chaotic enough that you can justify just about anything you want for them. Want a friendly Beholder who's obsessed with fashion and lives in a lair filled with piles of fine clothes? Totally fine. Want a sinster Beholder with an undead army they send across the land to kill more people to turn into undead? They totally can.

Read Volos Guide. Has a whole section on Beholders.

Would a gazer be too on the nose for a Beholder?

Beholders also have a Ray to charm creatures, and a beholder also has pets that follow him, such as Gazers and Beholder zombies.
