1: Yes, The Book of Vile Darkness is an immensely powerful artifact which could put a character in a position to dominate Strahd himself, or subvert the other evil forces to become the new main bad guy of the valley (at least for a while). The other magic items already in the adventure are also powerful, but more tuned to overcome all the darkness without rewriting entire campaign plans.

I wouldn’t, because it’s quite powerful both lorewise and ruleswise, but I don’t think it’s game breaking, since it takes 80 days of study to benefit (if I can use that word for a book of total evil) from it. So if you really want to, go ahead! There’s no specific location for it in lore, so it could appear wherever you want.
but what if I put it in a position where players can see it but can’t have it in their hands? Like in a wall with idk... glass which can be broken only with wish spell? Or smth like that. Or you think It might be useless then?
Entirely useless and it'll only make your players frustrated after several fruitless attempts at getting to it. It doesn't even have to be clear to them what it is. If there's a book behind an unbreakable glass, players will start excavating around the room with Shape Stone spells or whatever, because since you spent a breath telling them it was there it has to be important.
