The blurb doesn't give too much of a description on what this exactly is. Since it's not a "spell" attack, is he stabbing you and using psionics to amplify the damage? Is it an actual poison-laced dagger?

It stabs the dagger viciously into your gut, causing not only physical pain but an immense headache.
It is not actually poisioned, but if you are feeling mean you can do infection things like a CON save to avoid losing 1 hp every lon rest

what if the person is immune to the piercing or slashing damage? do they still get psy damage?
Yes, they'd have to be immune to psychic damage to not take it.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
