I had been keeping track of all the NPCs they cheated, maimed, framed for their crimes, etc. and started putting together a "revenge cult" dedicated to their destruction. My players are big comic book fans so I started modeling this group on the Sinister Six from Spiderman. Here's what I've got so far...
RHINO - Big burly warrior that one of my players defeated in a single combat tournament. It was a close fought match (I expected my player to lose, but he got hot on the dice). He wound up practically disemboweling the guy and then stood there mocking him. Clerics were on standby for this kind of thing and he was saved from death... but then my players planted some evidence suggesting that guys merc company was involved in some seditious acts and the guy was taken straight from the infirmary to the dungeon. My players have learned he's escaped and is MIA. He will get his hands on heavy plate and basically be a tank.
KRAVEN THE HUNTER - Around the same time they maimed and framed Rhino, they crossed paths with a surly ranger with a mean red hawk and a meaner black horse. Before waiting to find out what this guy was all about, they tried to shoot the hawk out of the sky and then killed the horse when ranger rode up to challenge them about the hawk. Ranger then attacked them in front of the guards and... my players pulled some strings and had him locked up. He broke out in the same escape as Rhino.
SHOCKER - Nothing fancy. Just a small time bandit who got his hands on some magical gauntlets that add lightning damage to unarmed attacks. My players have been killing bandits in the area and this guy has had enough of their meddling.
VENOM - My players found some strange blue goo in a jar while exploring an ancient underground laboratory. Some similar yellow and black goo attacked and tried to bond with them before they killed it with fire. Nevertheless they took the blue jar home with them because why not, right? Later an NPC they refused to higher for their merc company broke in and stole the jar. Since then a strange blue monster has been seen in the area... I repurposed blue slaad stats for this guy.
Other then that, I found a set of mage robes in a homebrew rummage sale that function like Doc Ock arms. I actually gave that to my players as loot and they sold it... so it is out there somewhere in the world if I can find a mage that hates them... but they have been pretty good about perma-killing any mages that don;t like them.
So I need one or two more... any suggestions?
Oh, and this group will be assembled by a nasty black dragon which hates my players because they cut the end of her tail off and then made fun of her as she flew away.

Maybe a Death Cleric or Oathbreaker Paladin for healing + necromancy? Also, either a wizard, warlock, or sorcerer for the high level spells.

Just because they killed all the mages doesn’t mean there won’t be apprentices or loved ones of those mages out for revenge. Like a Harry Osborne kind of thing.
Speaking of that, making the green goblin be a goblin, who throws little AoE flasks seems maybe a little too obvious, but could be fun. Maybe on a flying carpet or broom.

Yup, green goblin, or hobgoblin is a classic. I'm thinking a goblin/hobgoblin that's made a warlock pact for the power they need to take revenge. Pumpkin bombs are kinda Eldritch blasts with a theme? 😉
Scorpion? They don't have to have a tail - a polearm with additional poison damage, maybe add sentinel feat for some battlefield control. Could be pretty much anyone they've wronged, who has been granted this weapon by the dragon.
Also, once you have a group that's allied against the party, there's no reason they couldn't get other villains (like those Wizards you mentioned) brought back to life. If it's good enough for the players, it's good enough for the bad guys!
