Inkarnate is a semi-free map making tool, it lets you make a few with limited tools, but gives more if you subscribe (it's $25 for a year, IIRC). That's what I'm planning on making my maps with!
There are free hex grid pdf's online, you can just print them out, fill in the hexes at whatever scale you need and then scan them back in. It's not artistic but it will get the job done. For something visually appealing to your players, another option is to re-purpose the scenario design option of some resource management games and take a screenshot.
Dungeonscrawl is great for creating straightforward maps that are attractive to look at, but doesn't have a lot of detail. Easy to use and build maps with.
I played a bit with Inkcarnate as well, as mentioned above. Found it pretty handy, using only the free stuff, able to make a world. Haven't yet used any of the town and city ones, I am so far just drawing them by hand, lol. There's a handful of random DunGen type ones out there too, for basic "whatver crypt/cave/mine" you want to throw in.

why create maps? this guy produces a TON of maps (up to almost 1,000 now) - both for personal use only and ones you can use commercially. you could do a few campaigns with just his maps

Watabou's city maker is linked to a world map maker too. I think you can DL them into several formats.
WOTC lies. We know that WOTC lies. WOTC knows that we know that WOTC lies. We know that WOTC knows that we know that WOTC lies. And still they lie.

I've just typed into the google the type of map I'm looking for and then looked at the image search results.

but if you do create maps, just use gimp imo, and get free map assets here: https://www.cartographyassets.com/ (so no drawing needed)
here's a regional map using those free assets - bottom is faded away to allow room for text. https://dndramblings.blogspot.com/2020/12/blog-post.html (not really professional quality but good enough for free)

I didn't care for Roll20 at all, pretty happy with this so far! Lots of free stuff, and you can search for maps and use with a few clicks.
