According to the DnD 5e Players Handbook, "Your dwarf character has an assortment of inborn abilities, part and parcel of dwarven nature. Ability Score Increase. Your Constitution score increases by 2."
So our dwarf created her character, as all my players, by starting at 8 on all scores, and then divvying up 27 points among all the characteristics. She allocated 15 to Str, and 14 to Con, amongst her other allocations.
Does this mean that I just give her 2 more points automatically on her Con, so it's now up to 16? And, as she's a mountain dwarf, do I also give her the "Ability Score Increase- Your Strength score increases by 2." She had given 15 for Str- is she now up to 17 points?
If she used the character builder here on DDB, it's already there when you look at her sheet. If you're pen and paper-ing, then yes you need to manually add any bonuses their race/subrace offers.

And no, the racial +2 to your Constitution and Strength is not included in the 27 points when using the point-buy system.

'You have 27 points to spend on your ability scores. The cost of each score is shown on the Ability Score Point Cost table. For example, a score of 14 costs 7 points. Using this method, 15 is the highest ability score you can end up with, before applying racial increases. You can’t have a score lower than 8.'
So divvy up your points, then add the +2 to Con and Str. (Technically, you pick your race first, so you'd start with a 10 in Con and Str, and an 8 in everything else, and then divvy up points).
