Innate Psionics is a little over powered. usually when races have something like that, it's a cantrip at level 1, a first level spell at level 3, and a second level spell at level 5. my advise would be to make detect thoughts at level 5, get rid of clairvoyance, and add a first level spell at level 3. (maybe detect magic?)

You probably mangled the rules text on Innate Pisonics - I think you intended to mandate Wisdom as the modifier for the spells when cast without using a slot. Instead, you did the opposite, mandating Wisdom when consuming a slot, and not specifying a modifier when not doing so.
Innate Psionics is relatively overpowered; disregarding components is extremely rare, and generally speaking PCs have to spend a feat on it (see Svirfneblin) or the racial is only one spell and simply doesn't function as one (Eladrin can Misty Step 1/short rest, but this doesn't give it to them as a castable spell).
For both items 1 and 2, you should examine the wording of the Telepathic feat, and then consider that you're making a dwarfsubrace with innate spellcasting, so the low-hanging fruit for a balance comparison is Duergar.
Soul Gaze is grossly, absurdly overpowered, so much so it will warp your entire game world. You're introducing mechanics that were last seen and heavily abused in 3.5E, and they were abandoned after that with good reason; there's a reason Paladins can't detect evil any more. It would be one thing if all they could do was detect humanoids, but letting them also determine alignments means your MD cities have no valid reason not to subject everyone entering them to scrutiny, and anyone registering as Evil is summarily executed, and non-Humanoids and Neutrals are simply not allowed in the city. You could maybe play around with the plot elements of how Neutral Humanoids are handled - the Good denizens may object to refusing Neutral people entry - but overall it's very, very plot-breaking. I strongly recommend against letting anyone in your world have this. Even as a 9th level spell it's hugely problematic. The only similar mechanic I know of in 5E is the Candle of Invocation, and that item is also plot-breaking if you let it be produced and used in bulk.

I...disagree. I don’t think it’s that OP. And it is certainly not game-breaking. For one thing, Mindarvs are super rare, so there aren’t any Mindarv Cities. Additionally, the whole ‘scrutinize every single person’ is extremely unrealistic for an ability that you can only do a few times per day, for a short period of time. It is not plot-breaking in any way, in fact it just means that you have to play around with the legal system and how alignments are viewed in that area. It’d lead to fun worldbuilding, and to some good RP if the Mindarv finds out that, say, the nice shopkeeper is actually LE, and they have to deal with the ramifications of that. It just requires a bit of thinking to make sure that the Mindarv doesn’t spoil any plot points (betrayals, big reveals, etc). But it’s not nearly as bad as you were describing it, IMO.
