So i am trying to create an item that has a specific condition. Basically I want to have a magic item increase a characters strength increased to 14 but if that character already has a score of 14 the item is just a pretty trinket on the wrist. Would anyone know the way to make that?

Absolutely. Just use the modifier Set - Strength Score: 14 and it'll do just that.
