First let me say I love the concept of the spell. It's really creative and sounds like a lot of fun. I voted level 9, only because it's so open ended currently. With the right words and DM interpretation, it's effectively a Wish spell. If there were some limitations at all to what it could do, it could be lower level. I could imagine it even being level 1, with the option to upcast it, if there were hard limits on the in game effects per level.
Agreed. Without hard limitations like Command, we have to assume that the player could say something like "Wrap your head around this sword" and then they would just decapitate themselves, which would actually make it more powerful than the 9th level spell Power Word Kill, which has an HP threshold.
Frankly, something this ambiguous should be limited to deity level monsters because there is no way for players to know how to use it correctly.
