Maybe the current Short Rest could become a Medium Rest, and the new Short Rest would be like 5 or 10 minutes and allow you to recover some resources but not many. Say, a level 1-2 spell slot, a hit die, and/or a single use of one or some short medium-rest-based limited-use features.

I can see the logic there. Things that scale off of the new short rest could effectively be encounter-based resources, which might be a useful option.

Well, the problem there is that there are very few situations where a party can take 4 hours to rest, but doesn't have the time to take 4 extra hours and bump it up to a long rest. It would almost definitely be effectively useless.

I just thought that because my campaign that I’m making would include a few train rides, I didn’t want to make everyone roll 3-5 short rests.
I was thinking this rest would restore a PCs HP or spell slots, not both.
A short rest can, by RAW, be longer than 1 hour. Any rest at least 1 hour long that meets the criteria of a short rest but not a long rest is a short rest, even if it’s 15 hours long. (That assertion is based on the fact that I don’t remember specific details of the differences between the two rests’ criteria, so I very well might be wrong.)
