If you were going to allow a rod of absorbtion then you might as well just allow it to be used as a magical club or quarterstaff. It's not fancy like a longsword or rapier but it would get the job done.

Crazy idea I had to infuse a weapon with the powers of a Rod of Absorbtion, mostly for the use of a bladesinging wizard to free up hands
What would be the best way to make such a homebrew item without it feeling like it’s overpowered?
I might structure it like one of the dragon-steeped items from Fizban's:
Slumbering -- weapon can be a spellcasting focus. 1/day absorb elements
Stirring -- becomes a +1 weapon. absorb elements now 3/day, and the ensuing attack does an additional 1d6 damage of whatever type
Awakened -- becomes +2. Gain a Reaction to absorb spells that target only you (a la the rod), which can be channeled into smite-like force damage on a hit
Ascendant -- becomes +3. Stored spell levels can now be used as spell slots, a la the rod

Also, the weapon should have the risk of be disabled or destroyed should it run out of charges or get overcharged respectively
Yeah, with those style weapons, the abilities stack unless they get upgraded. So an Awakened one would still have the Stirring Absorb Elements feature as well

Question about this style of weapon. Do they start off in their Slumbering state and reach ascendant over time, or can you find such an item in its ascendant state?

With the dragon items specifically, their state depends on how long they've been sitting in a dragon's hoard
If you're doing something different and just using the same sort of structure, where it starts is whatever you decide as DM, as is how the next state might get unlocked

Why would it be op if the item already exists anyway? Off the top of my head, you would have to find someone to exchange said sword with those powers. Hopefully you people still have GM's who allows you to find gold pieces so you can afford stuff.
As a note of caution: while this wouldn't be game breaking, as it is a slightly improved existing weapon, it is a nice magic item specifically made for that pc (assuming that is what you are doing here). Unless the other pcs are getting similar things, it could feel unfair to them.
Yeah, I would probably offer this as an item fusion mechanic: adding a magic item that requires attunement to a base item or other magic item that doesn't require it. Fusing multiple attunement items would just be game-breaking, and I would only allow PC's to do it once. Really gives them a chance to think about what they'd want to combine to fit their playstyle or the setting of the campaign. Me for example, a weapon of absorption would work well for my bladesinging wizard, both thematically and practically

Thus, the player has to spend more time using it to bring out its full potential, along with additional abilities as a result of the fusion, i.e., the smite-like force ability. It'd be an investment mechanic, but worth it for great buffs in the end
