Is it possible to have an action that does (for example) 1d6+(Wis mod) damage, and if so, how does one make the snippet for it?

And would it possible to add level scaling to that? For example, 2d6+(Wis mod) at level 8.

Are you asking about the use of snippet codes in the snippet field of an action for the character sheet, creating an action with a Wisdom bonus to damage, or both?

Also, what have you tried?
