I based this on the Seeker Dart Uncommon magic item, but nerfed it a bit.
120ft Range, V,S components
You conjure a small dart that is decorated with designs like windy spirals that span the length of its shaft.
When you whisper the word “seek” and hurl this dart, it seeks out a target of your choice you can see within 120 feet of you. If the target isn’t within range or if there is no clear path to it, the dart falls to the ground and dissipates, its magic spent and wasted. Otherwise, elemental winds guide the dart instantly through the air to the target.
When the dart reaches its target, the target must succeed on a Dexterity saving throw or take 1d4 piercing damage and 1d4 lightning damage. This spell's Lightning damage increases by 1d4 when you reach 5th level (2d4), 11th level (3d4), and 17th level (4d4).
I think that this is a fairly well-balanced cantrip. The wording of the cantrip initially makes it sound like an auto-hit spell like Magic Missile, so rewording it might avoid confusion. Also, which spell lists will this cantrip be on? That can determine how powerful it is as well.
I like how the flavor of the cantrip, and also that it provides two different damage types, which is unique for a cantrip.

Created it for my Air Genasi Warlock(Genie Patron), imagine it would be on the Sorcerer and Warlock spell lists.
I don't think it would be to bad on those spell lists, Warlock could really benefit from having a DC based cantrip
