I can't figure out how to add features at later levels without giving it at first level.

I am trying to make a set of mutants that get progressively more powerful as they level up, but when I add an ability, even after putting the Required Character Level to a number such as 5, the abilities still show up at level 1. Help...?

I made it with the initial changes and it still shows early
