I found a spell that is broken and not for players and I'm trying to fix it.

Author Note: This is not meant for the players to use, this is something the DM gives to an NPC. Mostly because balance was not a factor put into this spell, also the spell is based on X's powers from "To be hero X".
You snap your fingers and manipulate reality itself in a variety of astonishing ways, this spell can be cast as both a bonus action or reaction and any damage dealt by the spell is 2d10 + the caster's spellcasting modifier. Choose two effects:
Dimensional Flicker: Instantly teleport yourself, and up to 20 creatures up to 60 ft to an unoccupied space you can see, passing through alternate planar realities during the shift. Creatures targeted fall as if they were ghosts slipping through the veil between dimensions. Any unwilling creature must make a Wisdom saving throw. The saving throw is equal to the caster's spell saving throw DC + 4.
2D Transformation: Flatten a creature or object within 60 ft into a 2D paper-thin form, rendering them restrained and vulnerable to being folded, bent, or twisted until they succeed on a Strength saving throw or the effect ends at 1 minute. The saving throw is equal to the caster's spell saving throw DC + 4.
Reality Sculpt: Transform a nonmagical object or terrain feature up to 30 feet in size, reshaping, folding, or converting it into another form (like turning a truck into a sword, or a wall into a racket). Lasts 10 minutes or until dismissed.
Shadow Flatten: Up to 6 creatures within 60 ft is turned into a shadow on a surface, incapacitated and petrified for 10 minutes.
Battlespace Creation: Create a 30 ft radius bubble around you that exists partially in 2D and 3D space. Within this bubble, no damage can occur to the outside world.
Description: You teleport yourself and all creatures within 5 feet of you to an unoccupied space you can see within range. Unwilling creatures targeted by this spell must make a Charisma saving throw against your spell DC. On a success they remain in their original location, on a fail they are forcibly teleported and fall prone upon arrival.
2D Transformation (2nd level Transmutation) Casting Time: 1 Action; Range 30 ft; Components: VSM (a sheet of paper); Duration: 1 minute (concentration)
Description: Choose one creature you an see within range, the target makes a Strength saving throw. On a failure, the creature is transformed into a 2D drawing of themselves on a sheet of paper at their current location. The target is trapped on the piece of paper and can only see through the flat side of paper their drawing is on, and can only interact with creature and objects physically touching the paper. The target has full cover from effects that originate outside from a point outside of the paper or any creature not in physical contact with the paper.
A creature holding the piece of paper can use an Action to fold / twist / cut or otherwise manipulate the piece of paper to try to harm the being trapped within. The creature within the piece of paper makes a Dexterity saving throw against 8+the folder's Dexterity modifier + the folder's proficiency bonus. On a failure the creature within takes 4d8 slashing damage.
If the piece of paper is destroyed, or the spell ends and the target reverts to its 3D form. The target can repeat the saving throw at the end of each turn, reverting back to its 3D form in the same location as the piece of paper on a success. If the piece of paper is in a location too small to hold the target, it appears in the closest unoccupied space.
Reality Sculpt (4th level transmutation) Casting Time: 1 Action; Range Touch; Components: VSM (a piece of clay); Duration: 1 minute (concentration)
Description: Choose one nonmagical object up to 10 feet in any dimension. You can reshape, fold, or otherwise convert it into another non-magical object of similar size or down to half the original size. This reshaping does not affect the value of the object nor the material the object is made from. For example a 1 foot long steel sword could be folded into a 6" long steel hammer, but not a 1" gold ring.
At higher level: When you cast the spell with a 5th level spell slot or higher, increase the size of the object you can sculpt by 10 feet for each level beyond 4th.
Description: Choose one creature within range that is currently casting a shadow, you project them into their own shadow. The target vanishes from their current location, and instead they are treated as being in the location of their shadow. They retain their statistics and abilities but they can only move along surfaces and can only target creatures in contact with same the surface that they are on with any attacks, spells or other abilities / actions.
At higher levels: When you cast this spell with a 4th level slot or higher, increase the number of targets by 1 for each level above 3rd.
Move it to a level 3 spell, remove the spell save DC edit, make the casting time an action, give it concentration, and the duration should be moved to 1 minute to start.
