So I really enjoyed this subclass and went to creator a homebrew version of it for the 5.5 Sorcerer, so you could select it from character creation.
But I can't select it anywhere in the drop down for subclass when making a character. I made sure to make it for the 5.5 Sorcerer, I even made a few test subclasses that did show up. Is the site just scanning for anything related to this old partner content to make it unable to be utilized? Even spiritually recreating it yourself?

No, that's...not a thing.
Things to check:
Is the subclass still in your Homebrew Collection (see here)?
Is Homebrew content enabled on the Home tab of the character builder for that character?
Are you really, really sure you made the subclass for the same version of the class that you selected on the character?
It's worth belaboring that last one simply because it's by far the most common cause of this exact problem, even among people who are sure they did it right. If you switch the character to use the other version of the Sorcerer class, does it show up then?
Yep, I was real dumb. I mixed up thinking it was for the Sorcerer class, when it was obviously a rogue subclass. When I was making it and selecting Sorcerer it did seem to struggle to show up in options, but it was probably another mistake I was doing. Anyway, it is resolved now and I can select it from the Rogue options
