I've just started thinking about a spell that would teleport a friendly person to where I am. In my mind it would be a 5th level spell, so I think it should have some restrictions for that level. Like it would just be for willing creatures, so some sort of sending spell or prearranged agreement would be necessary and maybe I would have had to have met them at some point or have some personal item of theirs. If you could just pluck any random person from anywhere at anytime that would be way too powerful and our campaign has lots of NPCs and henchmen, so I'm kind of just wanting it for those situations where we'd like to have someone we know with us for whatever reason.
Vortex Warp from the Strixhaven book comes to mind. It's 2nd level with a 90ft range.
"You magically twist space around another creature you can see within range. The target must succeed on a Constitution saving throw (the target can choose to fail), or the target is teleported to an unoccupied space of your choice that you can see within range. The chosen space must be on a surface or in a liquid that can support the target without the target having to squeeze. At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the range of the spell increases by 30 feet for each slot level above 2nd."
Unless you're thinking of being able to teleport someone from essentially an unlimited distance, like a reverse of the actual Teleport spell - instead of sending yourself/others somewhere, you're bringing someone to you? I would make it kind of like the summoning opposite of Teleportation Circle, which is also 5th level: takes 1 minute to cast, you have to draw a summoning circle, you have to speak the name of a willing creature on the same plane of existence as you, 50gp worth of expensive chalk.

Yeah, more like the second one, reverse teleport. Longer cast time and costly components help bring it to a 5th level spell. Also, I'm thinking it would just be one person.
