In standard 5e, full casters regain all spell slots on a long rest. Martials regain only hit dice and a few short-rest resources. Over a multi-encounter adventuring day, this lets casters "nova" early and still wake up at full power, while martials grind through attrition with no equivalent reset button.
This house rule caps daily spell recovery at roughly one-third of a caster's slots, with higher-level slots costing more. The goal:
Make resource management matter for casters across the whole day.
Let martials' sustained output compete with casters' burst output.
Reward preparation and pacing (rituals, scrolls, wands, short rests) over pure slot-spam.
Keep every caster playable — nobody is left without their signature resource.
This is a recovery rule, not a casting rule. You still cast spells normally; you just can't refill everything overnight.
The Core Rule
On a long rest, you regain spell slots up to a budget:
Budget = floor(total spell slots ÷ 3), but never less than your highest spell level.
Each slot you regain costs its spell level (1st = 1, 2nd = 2, … 9th = 9).
You choose any mix of expended slots whose total cost ≤ your budget.
You can't regain more slots than you've expended.
Short rests restore no spell slots by default (see class-specific rules below).
Example: A level 5 wizard has 9 total slots (4×1st, 3×2nd, 2×3rd). Budget = floor(9÷3) = 3, and their top slot is 3rd, so budget = 3. They could regain:
one 3rd-level slot, or
one 2nd + one 1st, or
three 1st-level slots.

Class-Specific Adjustments
🧙 Wizard — Arcane Recovery
On a short rest, once per day, you may use Arcane Recovery as normal.
Whatever you regain is deducted from that day's long-rest budget. The short-rest regain can never exceed the long-rest budget.
Total daily regain (short + long) is capped at the budget regardless of order.
🔮 Warlock — Pact Magic
Pact Magic slots still recharge on a short rest, but the same ⅓ budget applies per short rest:
Divine Smite, Eldritch Smite, etc. — you still expend slots normally; this rule only limits regain.
💡 Note: Because rituals and slot-free items are unaffected, they become more valuable under this rule. That's intentional — it rewards preparation over slot-spam.
I would be happy to receive constructive criticism.
Anyway, this is awful. I get the idea, but making spellcasters only recover ONE spell slot per day is going to make them useless, and the Warlock rules put them ludicrously far ahead of other spellcasters.
Your original argument about how a "a multi-encounter adventuring day lets casters nova early and still wake up at full power, while martials grind through attrition with no equivalent reset button" is fundamentally incorrect. Casters can only nova if there aren't enough encounters, rather than too many. This very complicated rule you've makes casters almost worthless and can be easily fixed by running the adventuring day like you're supposed to.
The fact you can't see the glaring problem with this HB rule is shocking. Warlocks get all their Mystic Arcanums every day, but no full caster can ever regain more than one spellslot of 6th level or higher per long rest. Just give all casters Pact Magic instead of regular spellcasting, it would be more fair than this rule.

Sorcery Points regained on a long rest = floor(total SP ÷ 3), minimum = your highest spell level.
Font of Magic conversion still works normally (SP ↔ slots), but the SP pool itself is budgeted.
What Is NOT Changed
Spellcasting itself — you still cast, upcast, and concentrate normally.
Channel Divinity (Cleric, Paladin) — normal recharge.
Wild Shape (Druid) — normal recharge (short rest).
Bardic Inspiration — normal recharge (short rest at 5th+).
Mystic Arcanum (Warlock) — normal once-per-long-rest each.
Ritual casting — unaffected (no slot expended).
Spell scrolls, wands, staffs, slot-free magic items — unaffected.
Divine Smite, Eldritch Smite, etc. — you still expend slots normally; this rule only limits regain.

Can we please stop using AI?

This is AI slop, so they don't see the problems because they didn't actually design any of this themselves.
