So in the Tyranny of Dragons modules, chromatic half-dragons exist and the lore says that they happen when a dragon gets a humanoid pregnant while the dragon is in their polymorphed form. I'm going to probably at some point very soon pit my PCs against a polymorphed dragon (I'm making some modifications to ToD as we play through it) so I was trying to homebrew up the stats for the polymorphed form since it's easier for me to just have the stat block in front of me than trying to remember what should change on the stat block for the dragon form. I'm new to the game overall and am very much still struggling to sort out the nitty gritty of making a stat block and calculating the CR. So I'm really looking for feedback on the CR but all stats are below and open for constructive criticism. (I'm not going to post it in here but I have given it the standard lair actions and regional effects listed in the MM for green dragons.) Ideally I could use this as a template if I need to homebrew polymorphs of the other chromatic colors. I'm torn on whether to identify it as dragon or as medium humanoid. The MM does state that polymorphed metallic dragons keep lair actions and legendary resistances so I would assume it would keep the detect legendary action. I'm torn on keeping the lair actions & regional effects listed since you're likely to meet a polymorphed dragon away from its lair and they would thus not come into play. Change shape states the CR is no higher than the original form's rating. I did find a CR calculator online that gave me the CR 10 for this one, but that seems low since the dragon would keep its hit points and hit die.

Poison Breath (Recharge 5-6). The veteran exhales poisonous gas in a 60-foot-cone. Each creature in that area must make a DC 18 Constitution saving throw, taking 56 (16d6) poison damage on a failed save, or half as much damage on a successful one.

While polymorphed, the dragon may only use the below legendary action.
Detect. The dragon makes a Wisdom (Perception) check.
Usually a polymorphed creature just has the statistics of whatever they are polymorphed into. So an adult green dragon could polymorph into an archmage, it would still be a CR15 Lawful Evil creature.

Agree with this and will add that a polymorphed creature is limited to the abilities of the new form. In other words, while in human form, the dragon cannot breathe poisonous gas.
