This cloak grants anyone who wears it proficiency in stealth. If the wearer is already proficient in stealth they can then attune with the item and become expert in stealth.

This cloak grants anyone who wears it proficiency in stealth. If the wearer is already proficient in stealth they can then attune with the item and become expert in stealth.
There isn't a way to separate bonuses according to attunment. Maybe it will get added in homebrew revamp.
