It's not "Armor" or a "Weapon" and there doesn't appear to be a bonus option for just Initiative...
Wondrous item then. Bonus - initiative - fixed value: 1.
I gave one of my players what I called boots of swiftness. It increased their initiative by +1 and speed by 10 feet
