I am trying to build a feat to allow a spell caster like a bard or sorcerer to add a spell to their list of known spells. I see how I can give them access to an entire spell list, but I also want the feat to automatically limit their selection to spells of a level they can cast at their current level.
For example, A sorcerer receives this feat as a bonus for completing a quest. He is 7th level so the feat should not let him pick spells of greater than 4th level, the highest spell level currently available to him. If however I used this feat in another campaign for a Bard who is 11th level it should let them choose a spell of up to 6th level, since they would normally have access to spells of that level.
Is something like this currently possible to do with the existing homebrew system?

I dont think there are modifiers that do this (or at least not ones we have access to).
