I just had a flash of inspiration for a magic item and I was wondering if I could get some feedback for it. I'd like some growth built into the item, such that as the characters grow the item allows them to do more things.
Boots of Froststomp (Name Pending)
Whiteish-blue furred leather boots emit a cool vapor as you walk along the ground. While wearing the boots, ignore difficult terrain caused by ice and snow.
Level 1:
These boots have 3 charges. The boots regain 1d4-1 charges each day at dawn.
As a bonus action, expend one charge to cause the ground in a 10-foot radius around you to become icy and difficult terrain.
Level 2: You have resistance to cold damage while wearing these boots.
The boots have 5 charges. The boots regain 1d4 +1 charges each day at dawn.
The radius of ice now moves with you.
Expend three charges to cast Ice Knife at a second level.
Level 3: You have immunity to cold damage while wearing these boots.
The boots have 7 charges. The boots regain 2d4 + 1 charges each day at dawn.
When casting Ice Knife, it is cast as a fourth level spell.
Expend 5 charges to cast Ice Storm at fourth level.
When would the boots gain the bonus perks? Is it like the critical role vestiges with “Awakened” and “Exalted” forms that the dm decides on? If it is level dependent I wouldn’t give cold immunity until later on. Cone of Cold is a spell That grabs player’s attention and completely nullifying it should be considered with care.
I’ve never listened to Critical Role, but I have read up on the Vestiges. It’d be more story based advancement than level based though, yes. The thing I most want from this item is a point based system and the level up. The features of the item of course are ice/cold related. But what if it was a point-but resistance and immunity?
Say at level 2 you can spend a point to be resistant to cold for a minute and then at level 3 it’s a hour?
Then level 3 allows for immunity for a minute for some points?
Ok sorry I thought you meant permanent immunity to cold. Having to spend charges is better but even a minute is pretty long. Most combats take less than a minute. Consider how powerful you would have to be to stand in front of an ancient white dragon while it breathed on you for a minute straight. That's would be a pretty legendary thing for most characters. If this was a legendary item than this would be a good capstone ability for high level characters
I did mean permanent, but you’ve convinced me to change it. What do you think about at level 2 you can spend a point as a reaction to be resistant to cold damage for 1 round?
Then at level 3 you can spend a point to be resistant for a minute, and separately you can spend some points as a reaction to be immune for a round?

Or even at level 3 you can give an aura of resistance to cold.
Sorry for the double post.
