I think I like the concept of a "vampire lite" blood hunter. After all, they already covered the werewolf side, so why not?
Let's take these in order:
Cloak of shadows - I like the imagery of it. It seems like a good 3rd level feature. Not too powerful, but handy and it ties into you INT score. I like that. I think you may want to go over it again and tighten up the wording a little, but you get the point across. This isn't a criticism, but more of a question for you: You have it do piercing damage equal to the proficiency modifier--You realize that goes up with character level, not class level, right? You may have intended it that way. I'm just clarifying. Also, I think you should specify whether or not it is magical piercing damage. I'm a fan of this feature.
Hemocraft specialist - Again, I like the imagery of this one a lot. Good ties into folklore vampire tropes. I like that it also ties into INT modifier.
Silvered tongue - What level is this? I like that you are including features that are not only combat-based. A well-rounded subclass should do this. This is basically reliable talent, but for persuasion and deception. By itself, it seems a little blah. If it is intended as another level 7 feature on top of hemocraft specialist, then you're good to go.
Brand of blood gorging - I was wondering when blood sucking was going to make an appearance. This is pretty powerful because it stacks on top of hemocraft specialist. At this level, blood hunters will be getting two attacks per round with a possible 1d8 rite damage each hit and 1s and 2s are rerolled., so that is 3-8 points of healing potentially twice per round. That is a LOT of healing.
Blood curse of the clouded senses - What is it? Is that the last paragraph at the end of the class description? If so, you ought to title it as such. If it is, then there's a potential pitfall here. You say if they fail their save, they must choose another target. Can they choose to abandon the attack or do they HAVE to attack an ally if no other targets are available?
Vampire Magnetism - This one just doesn't do it for me. It's an upgraded Silvered tongue, and it is certainly powerful, but I'm just not feeling this one for a capstone ability. Vampires have plenty of other tropes you can tap into such as turning into a bat, hypnotic gaze, shapechanging, control other undead, etc.
Another thing I would suggest is to reread the Order of the Lycan and look at some of the weaknesses they build into the class. There is plenty of upside here. Maybe think about adding some weaknesses too. Radiant damage, wooden stakes, holy water, turn undead, garlic (lol), moving water, having to sleep during the day, sunlight sensitivity. There has to be a little something you can work into balance the power.
Overall, I find this subclass to be an interesting and worthy first draft that can really shine with some more polish. I'm interested to see where you go with it.

Question, how did you actually make the subclass? What are the requirements to stuff like specific levels, I can't get mine to work.
