This set of daggers have a bone handle from which a thin stiletto-like, black iron blade sprouts.
These magical daggers give a +1 to attack and damage rolls made with them. On a roll of 20 the weapon deals an additional 2D6 necrotic damage which the wielder regains in HP. This weapon has one charge which it regains every dawn. This charge can be expended to cast Life Transference. The HP regained by the use of this charge is given to the person attuned to the other dagger as long as you are both on the same plane of existence.
You can not be attuned to both daggers at the same time. If for any reason your soul leaves your body your attunement to this this item ends immediately.
I say forget about life transference all together. I think you just have the sister dagger earn charges equal to the necrotic damage dealt up to a predetermined cap of your choosing, i'd say twelve to start. A wielder can use an action to draw from the pool of charges up to twice per long rest. Attunement is required if you want to get the health, but not for just doing damage.
I'd have an old sick guy give one to a player, so that he can use it to heal. The player wanders off, does their killing and one day their dagger starts getting healing charges and has to investigate. Old guys dead and has to be avenged. Que bad ass knife fight with wolverine style healing mid combat.

+1 weapon = uncommon. +2d6 Necrotic = rare. Also healing? Strong Rare or maybe even Very Rare.
Charges for Life Transference? strong Very Rare.
