For anyone still considering what to do with homebrewed vehicles I thought I'd share my experience.
It initially seemed to make the most sense to homebrew vehicles as an item that can be added to inventory, or as a monster that can be added to extras like a mount. As an item it had the benefit it could be added to Party Equipment, but HP can't be tracked because, well, it's an item. As a monster the HP can be tracked, but it can't be added to Party Equipment, and I still wanted to be able to show my players upgrades that were equipped to the vehicle without just upgrading the homebrewed description each time.
I ultimately landed on creating the vehicle as a character that's visible to the players in my campaign. This has the benefit of being able to add upgrades. For example if the vehicle is a basic wagon, homebrewed beasts of burden can be added as equipment that increase the vehicle to a set speed, and plating for the wagon can be added that increase AC. I was able to homebrew a generic vehicle species that helped remove that information from the feats tab. Unfortunately, there's still plenty of information that has to be ignored like ability scores skills, and class abilities like Second Wind or Two-Weapon Fighting as I don't believe there's a way to homebrew a class.
It's far from a perfect solution and may not work for every situation, but so far it seems to give the customization I was looking for.
