I like the idea, but it needs some refining. Cigarette lighter? What's that? (Asks the party's wizard). If I were to make something like this, I would make it a variant, not subrace. I would say: give them +1 charisma and +1 intelligence (like a normal tiefling). Give them darkvision to 60ft. Then give them resistance to fire and poison or cold damage. Then instead of inate spellcasting, I have something:
Channel fear: You can channel the fear of your devilish heritage. As an action on your turn, you can let out a burst of dark energy. Each creature within 5ft of you must make a dexterity saving throw or take 1d6 fire damage. Then, you can designate up to 3 creatures within 30ft of you. Each of them must make a wisdom saving throw or be frightened for one minute. The saving throw DC is: 8 plus your proficiency bonus and your intelligence or charisma modifier.
I hope this helped, and it seems a really cool concept for a tiefling to be closer to their heritage than others.

I meant the Cigarette lighter as like kinda a metagame thing but just a measure of the amount of flame they still have the normal Tiefling things and my player has already used the version in my campaign several times so it would be weird to change. But also the flame creation was also made to have utility purposes as well (Cooking rations, Lighting the way, Lighting Campfires for warmth etc.) also frighten is a pretty good effect. Does it have a cooldown? (Hellish Flames Doesn't)
Oh yeah! I would say a number of times equal to your proficiency bonus per long rest. I have just realised that it should be ALL creatures within 30 ft, not just 3. That way it counteracts the few uses at low levels.
(In case you're wondering how I made this subrace, and other I do, I have a simple method:
Ability scores: what is the race good at? Typically only a +3 in total for these, or +2 if they have some good abilities.
Speed: small or medium? 25ft or 30ft.
Darkvision or no?: Are they from caves, heritage has it etc. Typically only 60ft.
Abilities: I looked at some feats. I would reword it, as otherwise it's weird. I specifically used the dragon fear feat from xanathars for channel fear, and another feat from it (for tieflings). You can also look at what you are basing the race off of (if you are). E.g I made a homebrew tree race ( not on here) with subraces based off of Ivern and Maoki from League of legends. I looked at their abilities, and translated that into game abilities.

While I like the Channel Fear ability it feels too overpowered for at low levels like and those feats are designed for level 4 and above not 1st level material so I still prefer my Hellish Flames ability but the advice is definately appreciated
Ok. I would say to reword it like this: You can create a flame in your hand. When you do so, roll a d20. On a roll of 1 to 7, the flame is small and relatively harmless. It does 1d4 damage to creatures, and sets flammable objects on fire, as long as it is not being worn or carried by someone. On a roll of 8 to 14, the flame is average in size. It has the same properties as the small flame, but does 1d6 damage. On a roll of 15 or higher, the flame is large, and has the same properties as the medium flame, but does 1d10 damage.
I hope this helped, and your player has fun with it!

Yeah. That sounds cool. Make sure you don't publish the new version, as it can sound balanced, but it needs playtesting to make sure. Good luck on playing with it.

yeah actually I like it but I'd change it to 1-6 failure 7-10 small 11-15 medium and 16-20 large (Large now deals 1d10 though) and NAT 20 is a crit

If its a variant, you need to remember to add in the other stuff: +1 charisma and intelligence, resistance to fire and either poison or cold damage.
