Okay, I'll go through them and offer any critiques:
Oskar's Web of Fire: The spell should have a save to "grapple". Also, Grapple isn't really the right term... Grapple is specifically a creature-on-creature effect. For a spell it would either be restrained, or would simply say, "The creature's speed is reduced to 0". I think the speed reduction is more fair than restrained, since Restrained has additional downsides, but to have the spell deal as much damage as it does plus restrain a target would be too much. Also, for damage on higher-level casting, it doesn't usually double the damage to cast at a higher level, so I would reduce it to +1d6 per spell level.
Psy Dagger: This seems pretty well balanced... the wording is a little messy but I get the intent. A nice ability that doesn't do a lot of damage. I actually think you should change "The creature affected by this spell needs to make a Constitution saving throw at the beginning of his turn" to the end of their turn, since it would be kind of a waste to hit an enemy with this, have the target fail the initial saving throw, then recover at the start of their turn... it essentially allows the target to roll with advantage to overcome the spell before their turn even starts.
Assesination: I can't imagine anyone ever taking this over Power Word Kill. I think it's balanced... if anything it's probably too weak, since it has such a huge downside on failure. Sorry I just think this spell needs a complete rework.
Cloak of Levitation: For a Legendary Artifact I think it's perfectly balanced. I don't really like the +3 AC... not that there's anything wrong with it, but it's just not very interesting. I would have liked for the Cloak to grant some kind of reaction... like instead of +3 AC maybe the wearer can use a reaction to use the cloak's grapple ability. Speaking of which... the description you put for the cloak's grapple ability actually describes the Restrained Condition.
Wine of Truth: This seems useful for a party that can't just gain access to Zone of Truth, since this seems to just be a worse version than that. I don't think this part makes sense: "You know whether each creature succeeds or fails on its saving throw." How would the person who poured the wine know that? Does someone need to attune to the wine ahead of time or something? Maybe you could add a visual effect... like "On a failed save, the target's face becomes flushed red", that way there's a simple logical method for someone to know if it was a success or failure. That said, I think it would be better that there's no outward sign that it worked, but remove the detail that the target knows that it's under the effect of truth magic.

And about Assessination you might want to drop the "caster loses hp" component altogether, so it will be an interesting choice between that and Power Word: Kill
