I was pursuing the various high CR creatures looking for some potential BBEG(s) for my campaign, and came across the Nagpa. Looking at their description (they were powerful wizards who stole power from the Raven Queen and were punished, and there are only 13 of them in existence) I was curious why Wizards didn't make these things legendary creatures. They could make for really good villains, but they don't even have 9th level spells (they have 8th, but ancient powerful wizards would strike me as capable of 9th level spells). That said, I was curious what sort of legendary and lair actions these guys might have and what 9th level spells should be available to them if I were to increase their CR and make them legendary?
Obviously one legendary action would be to cast a spell (not sure what level restriction). I like the lore behind them and think one (with minions) would make for a great final enemy encounter for a group of level 20 PCs, but as they are now, they seem more like a minion to something else.
Anyways, I look forward to any and all suggestions.
I am currently homebrewing a legendary nagpa who is a darklord for a domain of dread. I've themed the legendary actions on the basic attacks it can do and spellcasting. In addition, it's lair, the domain, has effects that add to the danger of the fight. I also gave it a flying speed and haste; so it is a danger to behold. I'm still trying to think of a name for it though.
