(I read that as you can use your action to dash a number of times equal to 3+con before you need to roll con save. So for Sharvon the first 5 dashes would be free, and then have to start rolling. And I'm confused where the third dash came from, movement+action+bonus action=135 feet, right?)
(So restarting that round with a better understanding of rules)
Sharvon flashes the necklace, "haha you sorry goat lovers, your so very fine jewels are mine!" Useing his disguise kit earlier Sharvon has given himself a slightly longer nose, and useing a bit to much powder, as amertuer might, given himself a lighter skin tone. He mocks the guards in what could be described a stereotypical villainous French accent. He heads off down the street moving only his regular move of 45 feet, he will let the guards get closer.
"Haha you are so very slow, old people have faster bowel movement!" Hmmmm need to work on my insults Sharvon thinking to himself.
Thug 1 and Thug 2 both move and dash to try and close the gap on Sharvon. The first of them runs through a pack of dogs, that chase and surround him for a moment but he dodges through without the dogs slowing him down.
Tug, meanwhile, locates a large push broom leaning in the alley against the wall.
Round 2:
Sharvon's distance to the statue: 2005 feet
Distance to Sharvon:
Thugs: 85 feet Tug (on the route): 285 feet Wilfer (on the route): 1185 feet Rixton (near the route): 1605 feet Savra and Vansic (in the square, near the end of the route): 2105 ft David (in the square, near the end of the route): 1905 ft Aravor (at the bridge beyond the statue, at the end of the route): 2155 ft
"Haha you are still so very very slow! If you raced your so very ugly selves you would still come in last!" Hmm not sure that will translate to more then one person, oh well Sharvon once again muses to himself beginning to enjoy his new alter identity. He heads off down the street letting them catch up a little more by only moving 45 feet.

Thugs 1 and 2 continue to sprint after Sharvon, the latter of which manages to weave through a stack of barrels as he gains on the thief.
Round 3:
Sharvon's distance to the statue: 1960 feet
Distance to Sharvon:
Thugs: 70 feet Tug (on the route): 240 feet Wilfer (on the route): 1140 feet Rixton (near the route): 1560 feet Savra and Vansic (in the square, near the end of the route): 2060 ft David (in the square, near the end of the route): 1860 ft Aravor (at the bridge beyond the statue, at the end of the route): 2110 ft
Wilfur moves his cart to a nearby alley to stay out of the way and see how things are going when Sharvon reaches him, and refreshes his mind on the best route to the waiting where Sharvon will exit the river.
(I cannot remember or find where we decided to do that.)
A broom offers many classic slapstick opportunities - Tug probably will not need, given he can just move a cart by thinking - but why look a gift-broom in the bristles. He takes it and casually sweeps a gutter. He is torn between moving towards Sharvon to help right now, to move down the line so he is going the right way when passed, and to be whaere he is supposed to be. So he paces, not quite able to see (I think?) that far in this environment. But he is ready to do something.

Sharvon will jog another 45 feet, keeping his focus for a few seconds on the pedestrians and street vendors in his way.
Thugs 1 and 2 continue to sprint after Sharvon, the second thug shoves aside a pair that are beginning to argue after one accuses the other of roughly bumping into him (it was actually Sharvon).
Round 4:

Distance to Sharvon:
Thugs: 55 feet Tug (on the route): 195 feet Wilfer (on the route): 1095 feet Rixton (near the route): 1515 feet Savra and Vansic (in the square, near the end of the route): 2015 ft David (in the square, near the end of the route): 1815 ft Aravor (at the bridge beyond the statue, at the end of the route): 2065 ft
"You are getting so very close, but these so very fine jewels are all mine." Sharvon will move his normal 45 feet, keeping a eye out for a fruit vendor, or fish vender.
Thugs 1 and 2 continue to sprint after Sharvon, finding a clear path without obstacles. They are close enough that they begin to shout, "Stop him! Thief!"
"5 gold to stop that man!"
Round 4:

Relieved to spot the ruckus 50 yards upstream, assuming it's the ruckus he's expecting, Tug shoulders his broom ('cause it'll be funny when he swings around) and walks 30 feet towards the hubbub. He is swinging the broom seemingly carelessly, but trying not to smack anyone (yet) and keeping an eye out for them as thinks 5 gp or thug shouting is a good reason to try and be a hero. Too early to take specific action and too far to telepath Sharvon
But maybe Insight12 spotting overeager crowd-members

If I math correctly, at the end of that move Tug and Sharvon are 30 feet apart - Tug's telepathy range is 60 feet. Looking good Quickstep Tug sends Remember to duck as you pass, Imma bust out a Buster Keaton. And I'll be chasin' once yer past. Out loud he shouts Gold to catch who? Where? Where? Dey're mine! Sharvon moves swiftly through the crowd. A burly worker steps in his way and grabs him by the wrist. "Hold up, there," he says with a growl. "I'll take your offer."

Getting way to into the part "Haha 5 gold you say! I'll give anyone 10 if you can catch me!" Oh shit what did I just say.....
Sharvon will ramp it up this round, moving his 45, then putting on a dash for 45 more feet, trying to get ahead of the payout he just started.
Make sure you roll for a complication whenever you dash from now on (first one is free).
